Mail All inmate mail must be sent to the following address: Inmate’s full name & MID Number Inmate Funds The jail maintains a commissary system to provide detainees with approved items that are not supplied by the jail. Funds for the purchase of these items may be added to an inmate's account in the following ways: ABSOLUTELY NO MONEY ORDERS WILL BE ACCEPTED.

If an inmate does not have money on the books for medical or dental services, it can be taken from their commissary account when a deposit is made or the balance owed can be collected upon their next incarceration. No inmate is refused medical or dental services for an inability to pay, but inmates pay, if able, prior to receiving commissary items. Debit uses the inmate's commissary money allowing inmate to call anyone. Prepaid are funds set up to allow inmate to only call a designated number. Please use the link below or log onto http://www.offenderconnect.com/ for more information regarding the inmate telephone account system.

Visitation Hours

Last names that start with letters N-Z Saturday and Sunday Morning: 8am and 9am Segregation Visiting Hours Inmates are responsible for scheduling their own visits. Visits are limited to one adult and one child at a time and last 30 minutes for inmates in general population, and 15 minutes for inmates in segregation. All personal visits will be conducted via video visitation and take place at the Winnebago County Justice Center, 650 West State Street, Rockford, IL 61102, in the video visitation room. Visitors should report 15 minutes before the scheduled visits. Attorneys, pre-trial and probation shall be permitted to visit inmates at reasonable hours. An area for interview shall be provided in either video visitation or the housing unit interview rooms to ensure privacy. Proper identification must be provided. Clergy from recognized religious groups shall be permitted to visit detainees at reasonable hours in the private video visitation booths. With all visits, proper identification must be provided, and all property is subject to a search. Inmate Release A Bond Out fee of $30.00 is charged in addition to the required bond amount. Funds remaining on an inmate's account are deposited onto a debit card and issued to the inmate at the time of release.
