Mail must be of normal size and not contain any contraband as outlined in the rules and regulations of the Winnebago County Corrections Bureau. The inmate number (MID) is not necessary, but is helpful in directing mail to inmate. To find an inmate's MID number visit http://inmates.winnebagosheriff.com/.

Inmate Funds
The jail maintains a commissary system to provide detainees with approved items that are not supplied by the jail. Funds for the purchase of these items may be added to an inmate's account in the following ways:

NOTE: Once funds are placed on an inmate's account they become the property of that inmate.

Inmate Costs
Persons lodged in the Winnebago County Jail are expected to pay for services while incarcerated. These charges include:

If an inmate does not have money on the books for medical or dental services, it can be taken from their commissary account when a deposit is made or the balance owed can be collected upon their next incarceration. No inmate is refused medical or dental services for an inability to pay, but inmates pay, if able, prior to receiving commissary items.

Debit uses the inmate's commissary money allowing inmate to call anyone. Prepaid are funds set up to allow inmate to only call a designated number.

To Block Inmate Calls
Inmate calls can be blocked by calling PCS toll free at 1-888-288-9879 and speaking to a Customer Service Representative.
Visitation Hours
Visits are scheduled by the First Letter of the Inmate's Last Name.
Last names that start with letter A-M
Monday & Wednesday 7pm, 8pm, 9pm
Saturday 8-9am AND 1pm, 2pm, 3pm
Last names that start with letters N-Z
Tuesday & Thursday 7pm, 8pm, 9pm
Sunday 8-9am, AND 1pm, 2pm, 3pm
Saturday and Sunday Morning: 8am and 9am Segregation Visiting Hours
Inmates are responsible for scheduling their own visits.
Visits are limited to one adult and one child at a time and last 30 minutes for inmates in general population, and 15 minutes for inmates in segregation. All personal visits will be conducted via video visitation and take place at the Winnebago County Justice Center, 650 West State Street, Rockford, IL 61102, in the video visitation room.
Visitors should report 15 minutes before the scheduled visits.
Attorneys, pre-trial and probation shall be permitted to visit inmates at reasonable hours. An area for interview shall be provided in either video visitation or the housing unit interview rooms to ensure privacy. Proper identification must be provided.
Clergy from recognized religious groups shall be permitted to visit detainees at reasonable hours in the private video visitation booths.
With all visits, proper identification must be provided, and all property is subject to a search.

Inmate Release
A Bond Out fee of $30.00 is charged in addition to the required bond amount.
Funds remaining on an inmate's account are deposited onto a debit card and issued to the inmate at the time of release. Once the debit card is issued the cardholder must contact Release Pay for any questions or concerns at http://www.releasepay.com/ or Customer Service Toll Free 877-592-1118 24 hour Automated Support - Live Agent 7 a.m. - 7 p.m. MST.
