Mail must be of normal size and not contain any contraband as outlined in the rules and regulations of the Winnebago County Corrections Bureau.

All inmate mail must be sent to the following address:

Inmate Funds

The jail maintains a commissary system to provide detainees with approved items that are not supplied by the jail.  Funds for the purchase of these items may be added to an inmate's account in the following ways:

  1.  Money Orders - made out to "Winnebago County Jail with the inmates name clearly printed in the memo section.  Money orders must be mailed to the Criminal Justice Center, address listed above.  Money Orders Only. No cash or personal checks will be accepted.
  2. Cobra Lobby Cashier - located in the lobby of the Criminal Justice Center. Cash, pin debit, or credit card accepted.  Applicable fees will apply.
  3.  Telephone or Internet - deposits to inmate accounts can be made through Government Payment Services or https://www.govpaynow.com/gps/user/. Inmate Costs
Persons lodged in the Winnebago County Jail are expected to pay for services while incarcerated. These charges include:

 Medical Visit

  •    Nurse - $5.00
  •    Nurse Practitioner - $10.00
  •    Doctor - $10.00

Dental Visit       $10.00

Haircut

  • Men - $10.00
  • Women - $15.00
  • Line - $7.00
  • Shave - $3.00

Bond Out Fee $30.00 additional fee over the required bond amount (effective 2/1/2010)

Commissary  - $.03 - $10.00 (Proceeds from commissary sales goes to pay for inmate television, newspaper, and library books)

Phone Calls

Local Calls - $2.81 for the first minute and $0.2391 for each additional minute, up to 15 minutes

Long Distance and out-of-state calls - $3.95 for the first minute and $0.79 for each additional minute up to 15 minutes

 

If an inmate does not have money on the books for medical or dental services, it can be taken from their commissary account when a deposit is made or the balance owed can be collected upon their next incarceration. No inmate is refused medical or dental services for an inability to pay, but inmates pay, if able, prior to receiving commissary items.

Visitation Hours
Inmates’ visitation hours will be offered on the following days and times:

Saturday and Sunday Morning: 8am and 9am (This includes Segregation Visiting Hours)

Saturday and Sunday Afternoon: 1pm, 2pm, 3pm

Friday, Saturday, and Sunday Night: 7pm, 8pm, 9pm

There will be no visits on Monday, Tuesday or Wednesday Nights. Thursday remains Commissary night. Inmates are responsible for scheduling their own visits.

Visits are limited to one adult and one child at a time and last 30 minutes for inmates in general population, and 15 minutes for inmates in segregation. All personal visits will be conducted via video visitation and take place at the Criminal Justice Center, 650 West State Street, Rockford, IL 61102, in the video visitation room.

Visitors should report 15 minutes before the scheduled visits.

Attorneys, pre-trial and probation shall be permitted to visit inmates at reasonable hours. An area for interview shall be provided in either video visitation or the housing unit interview rooms to ensure privacy. Proper identification must be provided.

Clergy from recognized religious groups shall be permitted to visit detainees at reasonable hours in the private video visitation booths.

With all visits, proper identification must be provided, and all property is subject to a search.
