Chaplain Randy Young
The Chaplain Division was formalized in 2007, with Senior Chaplain Randy J. Young as its Director. The Winnebago County Sheriff’s Chaplain Division will continue to work very closely with the Rockford Police Chaplain Division to maintain coverage of the county 24 hours a day, seven days a week. The Chaplain Division’s main objective is to provide spiritual guidance and support for the Department's deputies, correction officers, civilian employees, and their families, as well as all county employees and their families.

Senior Chaplain Randy J. Young is assisted by two chaplains. Chaplain Randy Fast has been a deacon with St. Peter’s Catholic Church for 5 years. He is a member of the International Conference of Police Chaplains and is also a member of the Blackhawk Regional CISM Team. Father Ronald L. Montanye is a ordained Priest and received his Doctor of Divinity Degree in 1994. He is the senior pastor of St. Sebastain Orthodox Catholic Church. He has been in full time ministry work for over 45 years. The assistant chaplains are available through Senior Chaplain Young’s office.

Senior Chaplain Randy J. Young has been a law enforcement chaplain for more than six years, previously serving with the Boone County Sheriff's Department and the Rockford Police. In addition to his full-time ministry working for the Sheriff's Department, he also works with Renewal Ministries out of Harare, Zimbabwe, in Southern Africa. They are deeply involved in feeding programs for children, as well as many other outreach efforts to help the people of Zimbabwe. He is a licensed and ordained minister and is an active member of the International Conference of Police Chaplains, the International Critical Incident Stress Foundation and the Blackhawk Regional CISM Team.
